It might be noted that the solar collectors located on the poles are a bit exposed to the sun during the daytime. But, the exposed part is only by one inch or less. This means that if all collectors were on the equator, the amount of sun that reaches the equator would be only about one percent of the total solar spectrum. Hence, the half-way point between the equator and the moon would also only be a very minor portion of the spectrum. With a small number of collectors, the amount of solar radiation that reaches the planet’s surface would be considerably less than if all the collectors were located at the halfway point between the sun and the moon.
If the nearer planet is an icy giant, then there will be enough exposed solar radiation for a short while. But, the closer planet would not be a good place to build a solar electric system for human beings on a Mars colony because it is a cold planet. The next step after the solar array is to send the solar energy to a solar power inverter. The inverter will convert the solar energy into the electrical energy needed for a human habitat.
Although there is a need for space travel in order to reach another solar system, it would not be necessary to make your own solar system. The easiest way to do it is to make use of a kit designed for building a permanent solar electric system. Such a kit contains everything that you need to make your own solar system from scratch including a diagram of how to put things together. All you have to do is follow the instructions carefully and connect the solar cells into a solar electric system.
